My Philips TV turns on for a short period after I turn off the TV with the power button.

When you turn the TV to standby before turning off with the power button, a splash screen (Blue screen with PHILIPS logo) will appear on the TV screen after 3-5 seconds. The splash screen will stay on-screen for another 3-5 seconds before the TV turns off completely. This is normal shut down behaviour.
